    Um, can you try a pic that's in focus? Maybe also include car info to help judge the type of paint?

    call a pro. if thats a rear taillight in the picture, then thats a big scratch. you're not gonna find anything thats gonna remove it safely working by hand.

    That's pretty bad and looks deep. The swirls around it would probably come out with a compound, which you could run over these scratches and it might dimish them a little bit. I'd almost lean toward "repaint scenario" based on the pic.

    I hate to say it but I agree with WDM, a respray seems to be the best option
