    It appears that the clear coat is damaged. Probably from harsh wheel cleaners (aid) in the past.

    Yeah that was my initial thought. Looks like very acidic wheel cleaners were used. Can I sand it down with 3000 grit and polish them back up

    I'm afraid not. Painted/clear coated wheels are no different than paint on your car. Either respray or powder coated them.

    I would try some iron x or Sonax wheel cleaner and see what happens. If no improvement you'll have to have them refinished...
