if you got Iron x spray use that first then get something like P21S Metal Polishing Soap to wash the tips with the soapy subs you could take 0000 for even more cleaning power once rinsed and dry work the tips with a metal polish or compound on hand then apply a sealant that you have on hand.
Somehow I think you are talking about the muffler and that part of it that faces to the rear of the car. That was coated with a rust preventative coating that appears to have de-graded over time. Either recoat or remove and polish. However if you remove you might find that the "can" is not stainless and though you could polish it out it might not last long. In alot of cases the tips are the only thing stainless on mufflers.
I have stainless SLP exhaust tips. Barkeepers friend with some 0000 steel wool did the trick. You can find it at Wal Mart. for $2. I followed up with some metal polish and they look great.
I just tried Nevr Dull. WOW. Mind you the exhaust is only 7 months on the car, but WOW. Used two small pieces of the wadding and they look better than new.
