No, OC needs to be applied to a clean surface. You should polish the car then do you IPA wipe down then apply OC

You CANNOT put opti coat on any wax or sealant. The paint needs to be free of all polish, wax, and oils before applying opti coat. Using your steps, after you do a IPA wipe down, that's when you apply opti coat.

You would have to wash/do a IPA wipe down before again.with This you have a chance to instill swirls. If you're super careful during the week while driving, a simple wash and IPA wipe down and your good to go.

If you won't be driving it and keeping it in the garage. I would do a RW to take any dust off, then an IPA wipe down.
