That would be clearcoat failure, aka crowsfeet. Tuscarora Dave has had experience with this before and has a pretty good method of hiding it.

Im not real positive and I'm sure someone will correct me if I am wrong, but I think it has to do with the way the clear was sprayed, maybe too much or not enough of a certain chemical in the mix or it could be from the curing process.

Looks like a typical 10 yr old Honda that didn't get enough protection over the years. Our old 2001 Odyssey looked just like that.
