Strong degreaser and a stiff nylon brush.

That seems a little like overkill. I was able to get them off with my normal wash solution (Meg's Gold Class) and a wheel/tire brush. I worry that a strong degreaser would be corrosive to the rubber.
My Versa probably looks better than yours

If you have any optimum no rinse that will work in my experience.

Some apc and a brass bristle brush or a Mr.Clean magic eraser will work also in most cases.

A strong degreaser could be Dawn, or some all purpose cleaner at a medium to high strength mixture, or even some Simple Green mixed 1:1

I wasn't referring to anything acidic.

I know that these painted/dyed dots can be a real bear to remove, so kudos to you

You must have the strength of Hercules

I doubt that any of the methods I mentioned will corrode the sidewalls while using the brush for a short time, then rinsed with water and dressed thereafter.
