    What's going on here - paint/clearcoat pealing

So, I finally got my 89 Mustang out of winter storage last weekend.
The paint on the car has never been great, especially the hood.
When I picked it up 15 years ago, the seller said he had the hood re-clearcoated and it started to peal.

I fairly certain the car was repainted as some point, with what I believe is a single stage paint (still to be confirmed).
I don't know if this car had BC/CC from the factory in 89 or if it was a SS paint.

Attached are a few pictures of the hood showing the pealing.
I'm not sure if this is showing basecoat exposed where the clear coat is gone or not. When I hit it with wax, it does shine up nicely and I can remove most of the haze on the 'exposed' areas.
I've never compounded or polished the paint, but I planned to try that this year.

Car was waxed sometime mid-summer last year, is as close to daily driven in the summer as possible and is always garaged. Again, just pulled out of garaged storage last week after sitting for ~6 months.

Any thoughts? This pealing is only on the hood.

This first picture, to the right of the light, it's very glossy and looks to be clear coat.

That looks like CC failure to me. What is your goal here? To just get it cleaned up and somewhat uniform in appearance or do you want to fix it?

Some Mustangs got SS; some got BC/CC.
    {IMO: Oxford White probably got SS.}

What is the paint code listed on the
certification label (that should be found
    on the driver’s side door-jamb/frame)?

    Thanks for the input.
Ultimately I'd like to fix it, but not sure if/when that will happen.
Short term I'd like to make it somewhat uniform.
A crazy thought was to polish it up and top with a top coat, something like Gtechniq EXO.

It looks OK once it's cleaned, haze removed and waxed, but it doesn't take long for the bare areas to haze over.
thought with the Exo was to lock it in for a little while (maybe a few years) until I have time, money, ambition to fix it.

If fixing it is as 'simple' as sanding off the remaining clear coat and spraying with a coat or 2 of new clear, that might be something I'd look into.

Paint code is 9L, which is Oxford White (somewhat obvious ).
Most of what I can find indicates it's an enamel SS, but I do believe it was repainted or at least some of it was (overspray in some areas).

Is it possible/probable that the hood was clear coated even thought it's ss paint?
I mean, the front portion of the hood stays glossy whereas the 'pealing' areas oxidize.
