My first question after reading the post was about powder coating as well. Would make a big difference.
If they are painted, the easy route would be to go with something like DP Hydro Wet Seal DP Hydro Wet Seal. A longer term solution would be a coating, but if they are glossy, black, and painted, you'd probably want to polish them out prior to coating if they are swirled up. That could be a lot of work.
