Meguiar's Paint Protect is the best that I have found for wheel well plastic. Can also double as tire dressing as well.
Other oil based sealants will probably work if access is good.

I know CG products get a bad rap around here, but one product of theirs that seems to work well is CG Barebones. I have a Ram 3500, and if I don't dress the wheel wells during a detail, it looks like crap. I've always used Barebones, it seems to last a while and smells really good, but it will make a mess on your driveway.

I use Megs Hyper Dressing. It doesn’t last through many rains, but neither do the tire dressings I’ve been using. I just reapply after my normal wash. Megs Hyper Dressing is cheap and a gallon goes a long way.

+1on megs hyper dressing for large areas. 1. It’s easy to apply. Just spray on, if it rains just respray the area takes about 5-10 secs each wheel well.2. It’s Economical, you can dilute at your preference and make your gallon last 3-4gallons.

I also use Meg's All-Season dressing for wheel wells. You don't even have to prep or wash the wells, just spray it on and it darkens it nicely. I might have to try the Hyper Dressing to compare.
