door sill scratches on 2016 4runner

okay..so after cleaning the door jams.. notice some scratches in the doorsill drivers side..

this is next to the plastic doorsill protector plate, in the doorjam.

the way the 4runner door setup is.. this area is the area which mates with the driver door rubber weatherseal.

this area is a good 1.5-2 inches above the weepholes of the door..

the weephole drainage looks like it is designed to drop directly below the weepholes and drains directly below onto plastic rocker/ trim panels.

1st..

given the scratches on the doorsill are a few inches above the weephole.. would this area be exposed to water.. where i should be concerned about rust and think about touchup paint?

any thoughts.. id rather not do the touchup paint unless rust is a concern.. it seems like it may have been like this for several months and i cannot see any rust forming.

2nd question:

im having trouble discerning whether the scratches went past the primer.. i can catch my fingernail in the scratches.. but hard to tell.. it looks like a silver/ light grey..

anyway to tell if you hit primer, or metal @ a scratch?
