Nissan Soft Paint small dots spotting. Help identify.

Working on a black Nissan leaf. I was looking at the bumper with a flashlight and spotted small brown/whitish dots on the front bumper. It is only located near the headlights and is not coming out. I think its overspray but it could be something else. Can not feel it with my hand so might not be overspray?
What could it be?

i could be mistaken, but that looks like the beginning of clear coat..

The car is brand new? Just trying to figure out how this would be beginning of clear coat? After washing the car, we looked at each area and all the panels were in poor condition with tons of swirls and scratches. The front plastic bumper had these brown dots. You can not see them until you flash a light on it. Hmm strange..

have you you tried claying it first? it's hard to tell in the pics but my guess is it could also be light oxidation or beginning stages of crows feet or clear coat issue...

Thanks for the response but I highly doubt it is crows feet. Any other suggestions!

Could just be impacts on the paint. If it's on the front bumper, it would be tiny paint chips as Nissan paint is notoriously soft and you'd get a lot of little stone chips just from driving on the highway once.
