What is the least aggressive form of sanding clearcoat? Dry sanding or wet sanding?

It's the grit that determines how aggressive the sanding is. I prefer to wet sand for two reasons. One a lot less dust and the paper will not clog as fast.
Oh, and when you wet sand the surface turns milky you know your removing clear coat.

5000 grit wet sanding discs.
Barely even makes the paint cloudy. Generally used as a last step before polishing.
