Greasy fingerprints on dashboard and knobs
I have had only limited success removing the oils and smudges from one's fingers that are deposited around the knobs and buttons on my dashboard. You know, those little smudges on the fan up/down buttons. I not quite sure if it is just oil or sometimes just the matte plastic being worn smooth. I've had mild success with IPA but I've never wanted to press the subject too hard and possibly remove the print or diagrams on these buttons.
Suggestions?

I've always just used Aerospace 303 for this. Cleans and adds UV protection in one step.
It is no coincidence that man's best friend cannot talk.

The possibility of the plastic being worn smooth is very real, especially on frequently used radio or HVAC buttons. If you've tried to clean them with an interior cleaner/protectant or mild APC with no real improvement, I'd scratch it up to wear.
I've encountered this a couple times. Using interior products would improve the color and overall appearance of the button, but there was still a difference in sheen from wear.

This has been my suspicion on some of these spots as well. Like you I've never wanted to chase it too hard as I'd rather have a slightly shiny button than one I have to replace.

I have found 303 all surface interior cleaner to be a really good product.

I can get Meguiar's Natural Shine Protectant on it and it appears to have fixed the problem but I know it's only a coating and there's some dirt still under there.

Nexzet cockpit premium i have been using this for oil finger prints for year's,
Don't use ipa you are only going to dry out the plastic even more and take the colour with it

On plastic I'd think window cleaner would work fine.
