Do you have any Tar-X? There are a couple Vipers here that I maintain for a local race team that always come back from the track with massive amounts of tar/rubber all over. In my experience Tar-X has worked great to remove all the contamination and doesn't damage any of the decals or paint protection film.

Looks like the clear bra did its job protecting the paint. Since you have tried several products/methods to remove the scuff, I agree with pdqgp, time to replace.
