How can i touch up worn out paint on the steering wheel?

That piece should come off--a respray would probably give you the best result. Problem for either touching it up or spraying it is getting the right color, it might be easier just to replace the part but the odds of that being a reasonable cost are slim in my estimation.
Last time I tried to get a color code for a non-body part on a car it was like talking to a wall (this was for a wheel that I was trying to touch up).

Will need a repray which requires you to disassemble and.... well you can find out by yourself LOL!

if you find a good interior repair guy, he can take care of that.
like the others said, otherwise, replace or remove/respray.
EDIT: or...you can wrap. for instance, Mark Wu at Wu Wraps in Seattle wraps stuff like that for people all over the country and does good work.
