That's what it's designed for. Very mild polish. Excellent results if you're willing to apply copious amounts of elbow grease.. Plus, less noticable if you don't remove all of the residue, as compared to paste polishes. Can be time consuming, and tedious, but I have been using NEVRDULL since the mid '80's...though it's not the same product since the EPA has cracked down on compliance and product formulation...but that's just my opinion and not fact.
One thing it's not going to do is remove the scale and imbedded brake dust/minerals that's on the spokes.
I use many differnent metal polishes. Mothers and NEVRDULL will always be in my arsenal. But so will the felt bobs and cotton buffs.
A year, or two ago I bought the cone and destroyed it completely (due to user error) by the time I got to the third wheel.

There are better choices/products than NEVRDULL. However, I am proficient in using it and others, when it comes to highly polished al.
Just sharing my two cents with a fellow forum member.

Any decent Metal Polish would work on that paired with some medical grade gauze (first aid kits) should be all you need. I personally just use 4 products to clean cooled down wheels:
a) Sonax FE
b) Browns Royal
c) Iron X
d) CG Diablo diluted 4:1, or 3:1
FINESSE AUTO DETAIL
Technique vs. Product = Technique always wins

Update: Ive received the sonax fe, nevrdull and flitz polish. The sonax didnt affect the stain but it cleaned up the wheels nicely for prep. I than went to work with the nevrdull on a small section applying alot of elbow grease. Unfortunately it didnt do too much to affect the stain. I only noticed a little difference after three swabs of cotton in the same spot. Lastly, I took the flitz polish and mothers cone and that had the most effectiveness against the stain. Im going to continue to use the flitz to try and get them back, slow progress, but progress none the less. Ill post pictures tomorrow.

Thanks for bringing this thread full circle. Sorry to hear of your dilema.
NEVRDULL requires pressure and hand speed.
I took this pic around 6pm tonight. Will be on location between 3-4am and will post pic (test spot only) later on this thread of what NEVRDULL can do to a highly acid washed and oxidized wheel.

Didn't want to hijack, so I put the test spot in my gallery. Too dark for the video. Came out poorly.

old thread revival but would like to know if he got the stains out?
i have some racing hart type c 3 piece wheels and i got similar stains off using
cg fine metal polish
didnt have any luck with neverdull or OTC products
