For shine, I have used Meg's Hyper Dressing at medium shine dilution sprayed liberally onto the spray on liners with good results. Spray on fairly heavy (try not to pool), and just let it evaporate. After, if it is still blotchy, follow up with a light mist of the same hyper dressing, but at a low shine dilution. It is hard to tell, but the liner comes out deep and dark, and it hides a lot of the white scuff marks. See:

Re: What is good for Rhino lining cleaning?

I used a product not sold here, but has been around long before I was born. And that was 1960. I thought it worked great at cleaning up my spray on bed liner. I did a post on it back towards the end of june.
As far as a protectant, I'm still looking for something that will last a long time to a truck that sits outside 24/7. I have been looking at Forever Black Truck Bed Liner Gel, but I haven't tried it as of yet.

Any good APC and brush will clean it up well, the liner is pretty durabile and chem resistant. There is not really any sealant you can put on it, you would put a dressing on it but it could make it slippery and not grip well. Try some Megs Hyper Dressing at a high dilution, it may keep it black but not too slippery.
