I need help with this vinyl tinting plastic stuff on the roof

I need to know what is this plastic tint covering on a new dodge challenger... damage and appears to be water spots or sundamage... can it be repaired or buffed out without making the problem worse... somebody stop me from breaking out the heavy guns and going in!!!

Picture? Is it shipping protection film or part of the car?

Sorry no pics of the roof, it looks like packing film but it was sold used, could multiple owners mistake 5his as part of the vehicle. I only clued in when my buddy told me to examine the edges along the seams. Sure enough there's peeling
