Can you apply a ceramic coating outside if there is no sun? Because I don't have access to a garage.

Keep in mind that coatings like to stay moisture free. Some 24 hours. So if the morning dew gets to it, it will be impacted. Experienced this with Gyeon CanCoat.

What happens if it gets wet after you coat it?

It will affect its performance and longevity. The water beading will not be as tight.
This is a good example.

I like how Loach or WaxMode, (sorry, I stopped trying memorize what nicknames equate to real names), stresses the manufactures directions.
So many non-chemists always trying to play the part of chemists when in reality - the chemists should be given due respect when it comes to the directions.

The Adam's uv ceramic coating does that protect your paint from hard water spots like from sprinklers.

I don't know. Never used Adam's new stuff. We don't sell it so I don't have easy access to it.
