Why do the sales here almost always have a huge list of non-eligable items?

Sales everywhere have lists of ineligible items. Many manufacturers ask that their products are excluded from store sales and the margin hit on certain items usually isn't worth it. You can usually find a much larger list of included items during the no exclusions sale they have here sometimes.

Apple and Bose would send secret shoppers into my store to make sure nobody was discounting their stuff. It threatens vendor agreements in some circumstances.

This is not an answer to me.

Apple is a good example. Resellers aren't allowed to discount Apple products without their approval first.

Because selling items for a margin that isn't relative to your cost is no way to stay in business. If those exclusions items are to be included, they must have been purchased at an adjusted cost - or guaranteed adjusted cost on next stock order equaling the amount of units sold at discounted rate. I'm sure AG has a good margin in their hose brands, but those aren't typically the exclusion items. Those items are the ones with manufacturer pricing - as was perfectly answered in the previous answer.
