Better pictures of the whole machine would be helpful.

I wouldn't use that 3000 RPM. I have a Black & Decker from 1977 that 2300 and it's hard to handle as its very fast and heats the paint up quickly. That's what I learned to buff with so I'm used to it but very seldom get it out. Now a Flex 3401 or DeWalt 849.

Mainly how old is it? I tried to google the serial number and the "cat number to find some info but was unsuccessful. Do you know the model number?

Try giving Black and Decker a call, or writing them a letter. You'd be surprised what kinds of records companies keep.
