Wipers streak

Hello all,

Bought a second hand car and i'm having an issue where the wipers leave streaks every time I use it and sometimes they chatter.

I"ve tried clay bar and that didn't really do anything. The car is only 3 years old.

Do I need new wipers ?

yes get new wipers, should be replaced yearly. The sun destroys the rubber. If you live where you have harsh winter, get winter blades so the housing is protected.
