Does anyone have a clue what this is? Its smooth with the clearcoat my nail doesnt catch it, but in some areas it does. Is it possible to remove it and how?

That's a form of clearcoat failure. It's usually from salt getting under the edge and corroding the aluminum underneath.

Get them powdercoated. Will hold up better than just a basic refinish

That's called filliform corrosion. While harmless, it is an eyesore.

Do you have any idea how much would that cost me?

Had a local shop refinish all my aluminum wheels costs me $130 a pop. Sucked but they made them look like new and even have a guarantee.
