Folks, I desperately need your advice.

I had to do some minor repair to my rear passenger side door and the rocker bar 8-9 months ago after it was damaged in a garage. Both panels where partly scraped and needed to get repainted. I brought the car to the Mazda dealership where I had purchased the car brand new few months earlier. They had their body shop of choice fix it (I more or less thought they had their own body shop but nope) and everything looked good.

Few weeks ago, I noticed that the clear on the door had chipped after a minor door ding or something. Ding was so minor that it barely even caused a dent. In my opinion, it shouldn't chip that easy. I argued with them long and hard (including some rep from the body shop that was a real pain) and finally they agreed to refinish the door. However, the body shop wanted to have another body shop do it (weird eh?) which I allowed after being told it will be perfect.

Originally the guy from the body shop told me I had small chips on my rocker from stones. He said that it wasn't their fault but that they could fix it for me to be nice. In my opinion the door was the issue so we eventually agreed they were gonna fix door instead (I didn't care about rocker since it was only 2-3 small chips from rocks and not really an issue).
HOWEVER, now a few weeks later, I've inspected the rocker carefully and I realized that theres not a few small chips from stones but rather chips all over it, while absolutely not a single chip on the driver side rocker. On top of this, the clear looks to be peeling off the rocker from where the panel starts. Take a look below at the peeling

Now, in my opinion, this kind of peeling can't be caused by stones. It's a clear indication that they didn't do rocker properly and have to do it all over. Am I right here? I need some opinions before going back to the dealer. When it chips and peels like that where panel starts...no way that's because of stones?

Two more shots of the chipping. Not dirt.

So you get a better idea, this picture explains the areas affected. Between pink is where damaged was. Between blue is where chipping is happening and between red is where most of the chipping is.

I personally feel that they should fix this and after seeing the peeling from where the panel starts they will have absolutely no argument here. What do you think? I really don't know anything about paint, just using common sense (I hope).

Thank you for your time

Poor prep work no question about it (autobody since the mid 70's)

Because I care.
Thanks RedXray for your expertise. That's what I thought and I am no expert.

Thank you for your reply it is appreciated.

I brought it in today to the dealership and the service manager said it is the cause of poor prep work as well. However, he said that the paint down there is different, and that it's just a layer of the clear coat that has come off, and not all of it. Therefore, he said, sanding it down is an acceptable solution. I asked him a few times and he was pretty firm on this, but said that only the body shop can tell for sure if sanding it down will be sufficient enough once they look at it.

Does sanding it down seem like a good solution?
