What's a good polish to restore shine to tires?

I wouldn't call the below product a tire/rubber "polish";
(and I definitely wouldn't put it on any of my vehicles'
tires, or other rubber components);

but a guy up the street from me uses it religiously...
and he has very shiny tires:
