My daily beater car is a 2000 Jeep Cherokee and it has always had some small cracks (Crows Feet?) on the roof but it was never really a problem. Well for some reason this winter finally caught up to this and now I have a rust issue. My initial thought is that I need to find some rust remover (naval jelly?) to apply to kill the rust. Then maybe try to buff it out with some cutting compound and then hit it with some spray on clear just to seal it from future problems. What would you guys do with this, keeping in mind that it is just my beater Jeep?

That looks like it's beyond Naval Jelly and compound. That needs to be sanded out to bare metal to stop the rust. You can try the naval jelly route, but I doubt it will work.

Do you think that something like POR15 could just be applied over that to stop it from spreading?

Not familiar with POR15, but rust is like cancer.
