I am having this issue on the hood of my car where the paint is doing this weird fade. I am not sure what is causing it. Is this something I can fix? I am planning on repainting my car anyway but am just interested for the knowledge. Those aren't clouds you're looking at on my hood but you can faintly see the problem. It seems like it is under the clear...

Welcome to autogeek, it can be a number of things from heat damage, clear coat failure even to imperfection within the paint system on that particular panel, that said paint readings ,and or a check with paint cleaner on microfiber towel will determine if there is enough clear clear coat or any at all to safely polish if it is then try different pads with something like mezerna fg400 and sf4000/4500 also have a microfiber cutting pad as that might help you like it did for me, and something else to note that haze might reapear with weeks too

Unfortunately that is clear coat failure. It is/was caused by total lack of proper maintenance! At the very least a vehicle, any vehicle should be getting a spray wax when washing, even if it's one of those "wax as you dry" products that you can get at any auto parts store.

Better yet would be something like Duragloss Aqua Wax or Meguiar's Ultimate Quick Wax, both of which you can find at your local auto parts stores.

From there you get into sealants (although both of the above are actually sealants of sorts) that you apply like a cream, let haze, then remove.

The problem however is that hood is too far gone for a sealant to help. You might try buffing it with a light polish to 'clean it up' a bit, but it'll never totally correct, (just not enough clear left on the base coat). :(
