What is this and how do I remove it?

So, this is all over one of my wheels and as you can see, quite thick in some areas. Luckily, none got onto the body of the car. Any suggestions?

looks as if you rolled over some paint or something simular I would unmount the wheel give it a good wash, and claying if that don't help try seeing if some rubbing compound will remove it if not then look into some kind of graffiti remover/ or have the wheel refinished

I tried compound by hand and it did nothing. I then tried ultimate compound on a small wheel woolie in a drill and that just barely touched it. If I have to get it refinished, it's a good thing I work at a dealership.

Paint or cement. I have a product that I have used that works really well to remove both.
