how can I remove scratches on the alloy wheels?

Looks like minor case of curb rash that most likely can be fixed with sanding, color (if needed) and or clear touch up paint, and polishing though if not comfortable doing such repair wait a while longer then have the wheels refinished

If the defect only harmed the clear coat (if any) slightly then you may have a chance of just useing scratch x though if defect catches your nail then you have to figure out if its bare metal or clear coat thats harm that way you can leave it be or fill in the clear

That is oxidation (like you get on an aluminum door). Only way to fix is strip off clear coat and sand out the oxidation. Your wheels look fairly easy to sand off the shiny spots and then metal polish. After polishing re-apply clear.
