What is this?

The truck is from a Movie called "The Highwayman" : The 1987 pilot movie starred Sam J. Jones. The lead character is more mysterious than any of the other Highwaymen in that his real name is never revealed (he is only known as “The Highwayman” or “Highway”). He drives a large, black, computerized truck with a bullet-shaped cabin, which is the nose of a concealed helicopter (an Aérospatiale Gazelle) which can detach from the rest of the truck. The truck can also operate in “stealth mode” to become invisible. A concealed futuristic sports car can emerge from the truck’s rear. Some elements of the futuristic dashboard design were re-used from Knight Rider.

Good question - I Googled "Rons Pipe Shop" found their facebook page, saw a photo of a guy putting that very sticker Mike posted a photo of on a black truck, the photo's caption read "Putting decals on The Highwayman Ink llc. (https://www.facebook.com/pages/The-Highwayman-Ink-llc/529025763833939) Truck.." So i followed the link.

Ok, I wondered if you had searched on the pipe shop--otherwise I couldn't figure how you found it--thought maybe it was something newfangled!

I guess you use that if you are embarrassed about your swirls when you are riding past the Showcar Garage.
