From what you saying you may need clay but it would be easier if you use a image host, or upload your photos on here

Some cars like my Miata have a chip guard that is sprayed on the lower part of the car, then painted body color.

Ooops.. Apparently the pic was not loaded from the mobile app. Here it is. You can see it distracts the reflections on the paint.

I tried Meguiar's ultimate compound and polish by hand but didn't seem to do anything to it.

Looks like a spot that may have been sanded at one time and not properly polished back out. A machine and compound will knock that out in no time.

Where is that located at? And how new is your vehicle?

Is it possible those white sticky wrap things was stuck there when the vehicle was new?

I ask because we bought a car and when they took the white plastic shrink wrap stuff off the panel right on the edge was a spot that looked just like that. The car had 3 miles on it when we bought it, so I always thought it was where the plastic white wrap stuff flapped against the paint in transport. Not saying that is what yours is, but mine looked identical to that.

It could also be a spot that was sanded or polished thru. Did you notice any color transfer on your towel or pad when you hand rubbed it?

It's located on the driver side underneath the side-view mirror. I bought the car as pre-owned certified so I never had the privilege to unwrap it.

No, I didn't notice any transfer of color. I used a foam pad to apply the compound and polish and wipe it off with a MF towel and didn't notice any color change.

Even if I run my finger or finger nail through it, it's hard to tell if it's above or below the clear coat.
