Can I safely use it as a waterless wash?

I'll use spray bottles and as many MF towels as needed. I'll also presoak with the same spray bottle.

temperature has been subzero. Really don't want to touch water and bucket.

Yes you can use ONRWW as a waterless wash

Don't know exactly by how much this dilution ratio of a ONRWW/Water solution will lower water's freeze-point...
but it too, like water, will freeze if the temperature gets low enough.
Sub-zero temperatures just might do it!

in 25+ degrees, little wind, the ONRWW diluted with hot water seems to stay unfreezed on paint at least for a reasonable amount of time for me to wipe it down.

yeah if it is in the teens the mixture froze as fast as I wipe it down. :)
