Okay, perhaps only a newbie would be surprised by this. But it was a bit jarring to me when I went to clean the wheels and saw the rotors rusting before my eyes in literally seconds!

It's exposed cast iron.

Try this: Hyde’s Serum Rust Stopper, rustopper, anti-rust solution for wheels (http://www.autogeek.net/hydes-serum-rust-stopper.html)

Drive 60 MPH and brake hard, you'll also be amazed at how fast the rust is gone.

This is why I just upgraded to EBC high carbon rotors, and recommend to all my friends and clients to upgrade to a higher carbon steel rotor when getting brakes done. The cheaper the steel the quicker it will rust. Also, keeping you brakes bedded in properly helps reduce the surface rust as proper pad transfer will mitigate rust. Hyde serum is probably a good options as well as cleaning the brake area with Amazing Roll off.

Just moderate braking around the block will rid the light rotor rust.

You can just wipe it off if you get to it fairly quickly.

edit: looking at your wheels you probably don't have enough room between spokes to get a MF cloth in there to wipe them, but with wider spoke gaps it wipes off.

Sorry, that was written for dramatic effect. Doesn't always translate well in writing. :)
