What is your process start to finish when using black hole or blackout

If you are talking PoorBoys Black hole, it will come right before the LSP.
So....
- Wash
- Clay
- Polish/correct (if needed)
- BLACK HOLE
- LSP

Will this process work if the LSP is DP Poli-Coat Paint Sealant?

Likely. It doesn't affect Powelock, WGDGPS, BFWD, or PB's sealants much if at all.
Todd Helm posted something like "10 detailing myths". One of them is sealants don't always need "clean paint" to be long lasting LSPs (paraphrasing)

"It doesn't effect much, if at all"; "Don't always need"; and: "Follow the manufacturers instructions"...
These are not interchangeable phrases.
No myth there, IMHO.
