I have a 2000 Jetta and the previous owner did not take great care of it. Anyways there are spots where the paint just falls off when you rub it or wash it. I am planning on doing a paint correction on it after Christmas. What should I do about those few spots? Thanks in advance

Without pics it's hard to be 100% sure, but this sounds like clear coat failure to me. If that's the case there is nothing you can do to repair it other than re-spray.

You are going to have to touch up the peeling and flaking areas so you are going to need sandpaper like 2000 or 2500 grit primer,base color and clear coat paint to get the job done

Sounds more like its needing a new paint job more than anything...

Yeah it does need a new paint job I think but I don't know if I really want to invest in a paint job. It's my first car and we only payed 3000 for it. Would it look absolutely awful just to tape off those areas and still do a paint correction and stuff?

Paint correction to the rest of the car, is going to make the damaged areas stick out more... thus appear worse than they already are.
