Can't seem to get rid of it for good. Car is clean and windows are clean. I can never roll down my windows without leaving streaks.

Any ideas?

I clean the rubber/velvet like thing at the bottom of the window, where the window rolls down into. People forget about this alot and when you run a moist towel over it, its usually BLACK

hard to describe, but this part of the window,

I just took a warm moist rag and went to town, it'll take a while so youve been warned. lol

Try that and if it doesnt work, I'm out of ideas lol

Then it will boil down to weighing the cost-factors of replacing these windows' weather stripping/seals/guides...
against living with the streaks.

That weatherstripping will often have felt on the inner side. Be nice to your car or your client's car and treat it carefully. These tend to degrade with time and you certainly do not want to hit it with anything too harsh - Chemical or otherwise. If you are dealing with an older car, you probably should not touch it if isn't yours - Your client may find felt debri on their window each time they roll it up.
