What is this on the vehicle? I cannot get it off I have tried bug and tar removal.

Try iron x, looks like metal contaminants.

looks like rail dust that is starting to rust embedded in the paint, try using clay or preferably iron-x or a similar iron removing product.

I get that on my white car sometimes clay takes it off most of the time.

Spray with Iron X and watch them melt away:

My girl has a white Altima and she gets the same thing. IronX it, let it dwell for a little bit, then clay it with the ironx on it. Don't forget the clay lube.

I think the guys gave you the advice you needed already.
I'd clay it first and see what that does, it should remove most of it, if not all.
