Trying to clean chrome

I have a friend that has some dirty chrome wheels and tips or products here's a pic

They don't look that dirty i would just clean them with a suitable wheel cleaner i already have on hand then i would use p21 polishing soap then if all the shine and little rust spots are gone i would seal them up with a metal sealant or opti-coat

I use P21S also.
