Use Iron-X, it will dissolve the rust. Used it on a neighbor's rusted trailer hitch, and not only did we discover there was chrome underneath, there was lettering too!

Sounds like the chromium-plating has been sorely compromised.
Use of Turtle Wax's "Chrome Polish and Rust Remover" may, indeed, remove the majority of the rust...
But because the chromium-plating has already been compromised:
I doubt very seriously if the tailpipes will ever again have a bright,
shiny, chrome appearance...without them being 're-chromed', that is.

I thought carpro says not to use ironx on bare metal. So is it safe on chrome?

Chromed metal isn't bare... It's plated, with chrome... :)
Their website does say its safe on chrome plated wheels, so I don't see why it wouldn't be safe on chrome plated tailpipes.

-I can see where products such as IronX would not be safe on compromised (heavy rust) chromium-plating.
Or for other compromised metal platings. And even compromised "clear-coated-metals", as far as that goes.
-Goes to the root of the: "Do not use on bare metals" warning.
Also:
-I always define: "rusted"...as being equivalent to: "having been eaten away".
