Can you use meticulous matte on a non-Matte if finish?

Was wondering if you could use CG meticulous matte on a non matte finish. Was looking for a soap without gloss enhances and the website says it contains none.

How is that spray ? Does it benifit matte like a detail spray does for paint ?
