What have you tired if anything? Do you have any pictures?

I would try a chrome cleaner of some type first and see what you get. They maybe at the point of no return if they are rusting but try and see what happens.

Chrome Wheel Cleaner (Griots) then a chrome polish. Unfortunately you likely will find some pitting. No matter, consider sealing the wheels with a coating like Qtechnic and quickly.

I used griot's heavy duty wheel cleaner followed by a chrome polish then cleaned the wheels again. I got a highly polished wheel but not much for the rust problem . i then tried steam cleaning the rust but got little results

Have you tried Iron-X?

+1 on Iron X for the first treatment

I treated an Olympic set of chrome weights that had rusted with Krud Kutter 8 oz. Rust Remover and Inhibitor then 000 steel wool and wax. Worked like a charm. You can get it for $5 at hardware stores. You know the big chain store initials HD.
