A little more info? Maybe a pic or two? Browning of tires is generally from brake dust, so spray on some APC and give them a wipe.

Use any of the following on tires only except Optimum Power Clean. The others are pretty caustic and care should be exercised when using them on any wheel, especially uncoated. A good tire brush will help as well.

Zep Purple 4:1
Zep Citrus full strength
Meguiar's APC+ full strength
Optimum Power Clean full strength
Chemical Guys All Clean+ (start with 10:1)

Compared to some brushes I've used, I really like the Mother's tire brush because it is very stiff. It makes short work of brown tires paired with an all purpose cleaner

The only two I'd add to these are:

Amazing Roll-Off (http://www.autogeek.net/amazingrolloff.html) - Full Strength

Meguiar's Super Degreaser (http://www.autogeek.net/mg10801.html) - 4:1

Meguiar's Super Degreaser is an incredibly versatile product and by diluting it make it suitable for a variety of cleaning needs...:props:

Mothers........and avaiable otc. the best tire cleaner IMHO. Mothers Mothers Foaming Wheel & Tire Cleaner cleans & maintains coated, painted, polished and anodized wheels without pitting the coating or corroding (http://www.autogeek.net/mo05924.html)

Browning of tires is generally from brake dust
That's a reason, for "browning", that I've never heard before!!

-Besides ingredients like carbon black...
Modern tire formulas will include antiozonants that will work their way to the outside surfaces of the tire

-When these antiozonants do reach the outside tire surfaces, and are exposed to the ozone that's present in the air...
They turn "Brown"...Otherwise known as "Blooming".

That's the brown-film you see on tires.

-Even when you wash/scrub away this brown film-layer;
and, if the tires have not reach the end of their service-life...
The "browning/blooming" will return.

It's an ongoing battle to keep some brands of tires, moreso than others: Clean/Bloom-free.

You just need to scrub them (with your selected cleaner/APC), rinse, repeat until the suds don't turn brown any more. If you're looking for something OTC, I didn't see anyone mention Eagle One A2Z.

I would suggest Megs Super Degreaser @ 4:1 & a STIFF brush.
First time around you may have to scrub, rinse & repeat a few times until the foam when scrubbing is white not brown.
After that if you clean them somewhat regularly you will only need a once-over & could maybe use 10:1...
