What's the difference between Groit's garage paint prep and Groit's garage pre-wax cleaner? When would you use one vs the other?

I would use paint prep to remove everything from surface of paint, including sealants. Good for coating prepping.

Pre-wax is for removing polishing oils and wax. More along the lines of Eraser.

Paint Prep removes old LSP and strips everything off the surface. PWC is just designed to remove left over oils or polishing remnants, at least that is how I understand it.

Paint prep: spray, dwell, rinse

Pre-wax: spray, wipe

I was just thinking about this the other day when I was reading about the dirt in the paint thread.
