Are the spots you're referring to the small pits in the glass?

Glass is very hard and most compounds and polishes are not designed for use on glass. Will they remove water spots, staining? Yes but the defects beneath the surface requires products and pads specifically designed for glass...

I agree with bobby those look like pits in the glass. It takes a special buff made for glass.

My windhsield has the same kind of spots and a few random scratches here and there. They finally finished construction on the road on my way to work so I figured I should try and fix it now. I thought about getting the griots glass pads and carpro ceriglass, has anyone ever delt with this and if so what products do you recommend?

You should try out some CarPro CeriGlass. I have had very good success with it.

Ok, those look like chips and if so I can't help there. I had pervasive waterspots from a FL car I bought that sat on windshield outside the wiper range... I used meguires red pad with GG 6in DA and Griots Glash polish... it took a few passes (maybe I needed the glass polish pads) but eventually it took it all off when nothing elase would... worked for me, fyi.
