Is this clear coat failure?

I have noticed this for some time on the hood of my 2000 Nissan Maxima, and I finally want to do something about it. Is this clear coat failure? Will claying help reduce that, or will compounding have to come into play?

Hmm looks as if both the clearcoat and basecoat are missing. It doesn't really look like CC failure to me, I'd probably say paint chipping, in which case you'd need to use touch-up paint. I've heard about, but never used Dr. Colorchip (link below).

The CC failure I've seen here in the valley of the self-cleaning oven starts with chalkiness and then it starts coming off exactly like your skin does when you get a sun burn. Those look like chips. Dr. Color chip works awesome. For $50 you can't lose.

These chips do not look like the standard chips I am used to seeing. I do need to get Dr. Color Chip to take care of the chips surrounding the rear bumper, thanks to NYC garage parking.

Can you feel the defect with your finger? If so, is it raised or depressed into the paint? The first picture looks like a blob of something where the second picture appears to be a chip. It could be some sort of staining which, depending how deep the stain goes, may not be confidently abraded off.

It does not feel depressed into the paint. It feels a little more raised. I'm afraid it could be a stain b/c of neglect.

Ok, so today during lunch, I went to feel around the spots, and they do feel a little depressed. It looked as if a drop of acid came down and ate away at the clear coat. I guess I have to look into some Dr. Color Chip.
