I would say no it doesn't but I would definitely test it on a small spot first or don't use it there unless you are sure the spot worked out. I've had funny reactions with different chemicals I have read on here were perfectly safe for things so it's always best to test a spot with any chemical.
Having said that I have never seen IronX stain any plastic.

I prefer to perform a paint-decon session on a new vehicle without the dealership-installed decal stripe(s) option.
However, since the deed has already been done, I'll suggest to allow the decal(s)' adhesive to 'cure-out' for a few more weeks before taking any decon-action.
(Though, that still may not ensure that no: decal-"lifting" will occur; or, to what degree/level of: 'matte-ness' (including a "stained" appearance)...the decal(s) may have post-decon, as well)
