This potential customer asked me about these, how could I go about repairing this? he said he applied touch up paint he got from the dealer that was supposed to match

Lacquer thinner to remove that mess, followed by Dr ColorChip...

even though it has cured lacquer thinner will do the job/not harm the rest of the paint

Just lay down some lacquer thinner on a rag and lightly rub, the uncured (as in NOT baked or NOT polyurethane) paint (blobs) will soften and come off on the rag. Do NOT leave the rag in one place. Just rug lightly. Used to do this all the time in the body shop. Yes, you will strip ALL waxes and coatings, but you are detailing this ride anyhow.
