Which is longer lasting, Opti-Seal or Cquartz?

completely different products. Opti-seal is a temporary sealant, cquartz is more or less a permanent nano-coating.
So the obvious answer in this case is cquartz, but i think you probably meant opti-coat.
And both are stated to last a long time; whether or not cquartz lasts the lifetime of a car is up for debate, since it only has a 2 year warrenty, but optimum backs up their claim of lifetime by giving it a lifetime warrenty.
