Paint Chip Repair ?

I need some input on repairing a few minor chips in the hood of my truck. OEM paint has been applied and lumps have been removed. The paint that I got from GM said when complete with touch up you should apply clear coat. I am planning on using Blacklight and VR7 when complete. Will the Blacklight and VR7 act as a seal coat for such a Minor repair or should I order a bottle of touch up clear coat ?
