How may times is safe to do full paint correction assuming it didn't come out great the first time or its just time to do it again? I have an 06 Chevy Blue paint only had paint correction once but not happy with results. i do not know how to tell the thickness or how much clear is left

It depends....not a good answer I know, but without measuring the clear, it's a guessing game.
I used to thoroughly correct (polish) every 4 months, but I have dropped that back to once a year and with a "light" correction at 6 months. IME, I have seen clearcoat break through on some edges (where the clear is thin to begin with), even just using a DA.
